My summer uniform as of late is cold shoulder anything. There are tons of reasons why I love the fit of an off the shoulder top. For me personally, I love to show off my shoulders.
Now I will say that the off the shoulder tops, dresses, rompers etc. that are shaped like this top with a ruffle are most flattering if you have broad shoulders and are trying to hide them a little.
